Allweather Landscape Co. Ltd. was founded by Phil Charal in 1981. Since its founding and inception by Phil Charal in 1981, Allweather Landscape and its team has built an exemplary reputation as leaders in the industry with a focus on both residential and multi-residential design-builds.

Phil Charal


  • Serving as President of the Landscape Ontario Horticultural Trade Organization
  • Serving as President of the Landscape Contractors Sector Group
  • Serving as Chairman of the Canada Blooms flower and garden festival
  • Serving multiple terms as President of the Toronto Chapter of Landscape Ontario

Phil has been featured in numerous telecommunications broadcasts and in magazines. Over a long and on-going career, Phil has designed and maintained hundreds of award winning landscape projects throughout the Greater Toronto Area. He credits his love of travel for providing inspiration and influencing his designs, especially with some of his favourite elements of classic and traditional design that he has experienced while seeing the world.

Mark Kimmerly


Mark graduated from Ryerson University with a degree in Landscape Architecture, and also holds a degree in Urban and Environmental Studies from Brock University.

Outside the office Mark is an avid hockey fan, still awaiting his call up to the big leagues while grinding it out in an old timer’s hockey league.

Sarah Beckon


Sarah began her journey in horticulture 20 years ago as a co-op student with the City Parks and Recreation Department for the city of St. Thomas. That experience led to a Horticulture diploma from the Niagara Parks Commission School of Horticulture in 2005.

A flair for Ornamental Horticulture has sparked a passion for design, and a desire to push the envelope to create stunning and unique floral displays and gardens in urban landscapes. This passion for horticulture has led to a myriad of lifelong learning, including Environmental Studies at York University, Sandler Management training, and continued floral design courses.

Outside of the office if Sarah isn’t actively bookworming she can be found in the water almost anywhere, participating in shoreline cleanups, paddleboarding, kayaking, or swimming!

Jason Hinkley


Jason has been involved in landscaping since 1987 when he first picked it up as a summer job to earn some cash for the coming ski season. He wasn’t expecting that it would become a life-long passion. In 1991 he studied Landscape Design at Sheridan College. Since then, he has spent fifteen years volunteering with Skills Canada in post-secondary landscaping skills competitions, including four years acting as the Technical Chairperson. In 1998, Jason began a construction career as a Construction Crew Leader. His interest in Landscaping never faded, and he spent many hours volunteering for landscaping organizations. Jason was involved in building the four feature gardens at Canada Blooms, as well as a featured garden at the National Home Show, in addition to spending many years volunteering to help with show setup. Jason is a Certified Landscape Technician (CLT) and also volunteers with Landscape Ontario as a judge for CLT testing.

In addition to Landscaping, Jason is an open wheel car racing fan (Formula 1 & IndyCar), and has been a part-time Disc Jockey for 31 years. Currently, Jason is the Burlington Regional Team Leader for the Canadian Professional Disc Jockey Association. His three passions in life are landscaping, skiing, and travel.

Ted Hobson


Ted has always had a passion for landscape design, as well as a passion for project management and the art of seeing a project from conception through to finished product and beyond – he loves helping people realize their dream project.  After graduating in 2001 with a degree in Economics from the University of Victoria, Ted started his career in business management, designing environmental management systems, with a focus on developing environmentally friendly systems.

In 2004, Ted started his own landscape construction business, developing it into a successful small-sized Design & Build firm based in the Greater Toronto area, and has won awards for his designs. In addition to his successful business, Ted has also designed and built displays for Canada Blooms.

In his spare time, you can find Ted hanging off a cliff, screaming down a dirt trail on a mountain bike, sliding down snow covered slopes, or just hanging out on a patio enjoying the sun.

Kasey Hoyle-Bloom


Kasey has spent her career in roles that specialize in both Accounting and Customer Support. She has followed her passion for assisting others in both their daily lives and achieving their goals to Allweather Landscape, where she strives to facilitate daily operations, address or direct any incoming communications, and otherwise help out in any way she is able.
